That's the Sandy Bay Breakwater in the background of the second photo, 1 1/2 miles off shore; it was constructed from granite quarried in Rockport between 1886 and 1916, and had it been completed, at 9,000 feet long it would have made Rockport Harbor the second largest harbor of refuge in the country. The project was, however, abandoned by the government before it could be completed, when it was just 6,100 feet.
